NOAA Multi-Radar/Multi-Sensor System (MRMS)
During a meeting with Matt Ritchey from Great American Insurance Group, he showed us a site that they use for historical rainfall events.

Summary
The data he showed us was FL_ARI24H but the closest table available seems to be FLASH_QPE_ARI24H. I don't know what QPE is, but the results from the viewer are similar. QPE seems to have more radar noise than plain recur interval. Or maybe the FLASH_QPE_ARI24H is a combination of Recur and QPE ratio?
Operational MRMS products are available in realtime from NCEP via HTTP and LDM in GRIB2 format.
MRMS data can be accessed from NCEP in two ways:
HTTP From https://mrms.ncep.noaa.gov/data/ LDM To access data via LDM, contact NCEP Central Operations at idp-support@noaa.gov. Please use “MRMS Data Request” in your subject line. Provide your IP address and contact name, phone number and email address. NCEP Central Operations will then provide host info, LDM feed type(s), etc.
